浅谈企业社会责任对企业发展的影响  在2006年这个岁末,李嘉诚被中央电视台评为年度经济特殊人物,用于表彰李嘉诚先生多年来对社会公益事业所作出的特殊贡献。李嘉诚先生表示要将个人资产的三分之一约480亿元人民币捐赠给李嘉诚基金会,用于社会公益事业。李嘉诚先生为华人企业家树立了典范。关于企业社会责任的问题再次成为全社会所关注的热点话题。毋庸置疑,呼唤企业社会责任是企业公民意识的觉醒,是我国社会经济发展、企业进步的标志。在当前,我国社会结层日益分化,形成若干利益团体的大背景下,人们更加注重社会的整体和谐,更加强调公民的责任,呼唤不同社会团体对社会所承担的责任。同时,在一些企业身上所发生的一些负外部性事件(如吉林石化污染事件以及近期所发生的多宝鱼、龙口粉丝等一系列食品安全事件)越来越影响到人们的切身利益,一个个活生生的事实让越来越多的人更加关注和思考企业的社会责任问题。  谈到企业社会责任,我们有必要对企业所承担的社会责任范围进行清晰界定,避免大而化之、非常宽泛地谈社会责任问题。回顾我国不同类型企业所走过的历程,我们可以看到国有企业和民营企业在建设企业社会责任方面有不同的侧重点。  对于国有企业来说,在计划经济体制时代,普遍存在企业办社会的现象,企业除了肩负生产、经营责任,还要为企业员工承担生、老、病、死等一系列的福利保障,所以就出现了企业办幼儿园、学校、医院等各项公共事业的现象,一个三、四万人的大型国有企业往往要承担十几万人的生活问题。企业办社会给国有企业背上了沉重的包袱,严重影响了企业的发展。“企业办社会”实质上是让企业为一小部分人承担了无限责任,企业有限的资源都消耗在为这一小部分人所提供的无限责任上面。在我国加快国有体制改革步伐之后,原来由企业所承担的社会职能纷纷实现与企业的剥离,朝着社会化经营、专业化管理的方向发展;通过社会职能与企业的分离,让企业甩掉了对部分员工所承担的无限责任这个包袱、可以轻装前进,有效地提高了企业的竞争力。  对于民营企业而言,在我国改革开发后作为一个企业群体出现仅仅经历了二十几年的时间,实现了超常规的跨越式发展。但是不能否认,在改革开发初期,市场环境还不完善、市场行为不规范的情况下,一些民营企业在企业成长的初期存在一些原罪行为,就更谈不上社会责任问题了。例如,时至今日,仍有一些私营矿主无视矿工生命安全,只顾追求个人私利,结果导致矿难频发;也有一些企业的生产经营给周边环境造成严重污染和破坏,企业发展是建立在对环境造成巨大破坏的基础上;我们还可以经常听到看到这样的报道:一些老板可以一掷千金的挥霍,却舍不得捐一分钱给上不起学的孩子。而在我国民营企业普遍缺乏社会责任感的同时,海外华人企业家则给这些民营企业家作出了表帅:李嘉诚、霍英东、邵亦夫等一大批海外华人企业家在这些年捐赠了大量的资金用于发展我国的教育、赈灾、医疗和其它公共事业,造福一方、造福社会。虽然,我国一些优秀的民营企业这几年也在积极地从事社会公益事业,但是作为一个群体而言,我国民营企业的总体社会责任感还有待加强。  在市场经济时代,无论是国有控股(独资)企业还是民营企业,都是作为市场竞争的独立主体存在,是具有独立“人格”的企业公民,都要对自己的行为和结果负责。因此,在承担企业社会责任时他们要使用统一的标准和价值体系,切不可搞双重标准。当然,在一些关系到国计民生的如石油、电力、交通等行业中的大型国有企业还要承担重要的国家使命、实现政府意志,其企业社会责任会有更丰富的内涵,具有一些行业特征的独特属性。  不能简单地理解为做一些慈善募捐和公益事业就是承担社会责任,企业社会责任具有丰富的内涵。首先,企业社会责任是以法律为底线,即具有合规性。企业的社会责任首先要遵守国家法律,经营行为符合国家法律的基本要求。例如,诚信守法经营并依法纳税是企业社会的基本责任,这个底线无论是国有企业、民营企业还是外资企业都是适用的。因此,企业承担社会责任要“勿以恶小而为之”。其次,企业社会责任要关注不同利益相关者,妥善处理好企业内、外部利益相关者的利益关系。因此,一个有社会责任感的企业要处理好股东、管理层、员工、地方政府、社会公众、合作伙伴、客户甚至包括竞争对手等多个利益相关者的关系。一个一方面在做公益事业、另一方面却在残酷压榨员工的企业并不能称之为具有社会责任感,只能是一种沽名钓誉的伪善行为。第三,企业社会责任应该能够促进社会和谐、环境友好,提高社会整体福利。“不只生产石油”是BP公司的核心理念,BP用一个生动的事实来阐述这个理念:在广州白云机场铺设石油管线过程中,为了保护5000棵树不被破坏,BP放弃了高效率的机械施工。这样一件小事使一个具有社会责任感,关注企业、社会和环境和谐的企业形象跃然而升。因此,企业承担社会责任要符合帕累托改进原则,要有助于社会总体福利的增加,而不是拆东墙补西墙的零和游戏。企业承担社会责任未必一定要作出惊天动地的事情,切记“勿以善小而不为”,点滴小事都能体现出企业的社会责任。  在我国改革开放取得巨大成就,社会处于巨大变革的今天,我国提出了科学发展观的发展思路和建设和谐社会的总体目标,这无疑需要企业在关注自身发展的同时,要承担越来越多的社会责任,才能促进社会共同进步。

随着中国加入世界贸易组织,中国经济进一步融入了全球经济的脉搏,中国的经济的确得到了巨大的发展,但竞争无处不在,我们必须看到,中国企业从规模、技术到营销、人力资源等构成企业核心竞争力的重要环节都不占绝对优势。那么企业在激烈的市场竞争中如何成为常胜将军,企业长久的动力怎样获取?  无数经典的案例表明:人力资源作为一种战略性资源,已成为企业发展的最关键因素。在人力资源管理的众多手段中,激励问题又是重要内容之一。激励运用的成功与否,直接关系到人力资源运用的效率。面对企业的人才外流现象,如何留住人才已成为很多企业发展过程中遇到的难题之一。有效的激励正是解决问题的关键。  一、企业管理中为何要引入激励机制  (一)激励机制是企业留住和吸引人才的重要手段当前,我国企业普遍存在以下现象:一方面,员工文化素质相对较差,中学甚至小学学历的员工占了相当的比重,他们中的大多数只能从事一般的、技术含量低的工作,真正懂得经营、管理、技术等全方面知识的复合型人才很少;另一方面,企业中一些有能力、有经验的管理者和技术、业务骨干流失却很严重,由此造成的人才匮乏成为企业发展的障碍。由此看来,建立有效的激励机制,留住和吸引人才显得尤为重要。  (二)激励机制有利于提高企业的绩效企业最关心的恰恰是绩效。企业有了好的绩效才能生存。企业要想有较高的整体绩效水平就要求全体员工有较高的个人绩效水平。在企业中,我们经常看到有些才能卓越的员工的绩效却低于一些才能明显不如自己的人。可见好的绩效水平并不一定和员工的个人能力成正比。以往我国的企业过分强调员工的个人能力,认为企业效益完全由员工素质决定。其实,这个观点并不是十分科学。从“绩效函数”(如下)可以看出,个人绩效还与激励水平、工作环境有很大的关系。激励水平也是工作行为表现的决定性因素。员工能力再高,如果没有工作积极性,也是不可能有良好的行为表现的。p_-f(M×AbX E)P-——个人工作绩效;M——激励水平(积极性);Ab_——个人能力;E——工作环境。  (三)激励可挖掘人的潜力。提高人力资源质量挖掘员工潜力在生产和管理过程中有着极为重要的作用。根据困外学者研究发现,在缺乏激励的环境中,人的潜力只能发挥出20%~30%,如果受到充分激励,他们的能力发挥可上升至80%一90%。由此可见,激励是挖掘潜力的重要途径。由此可见,以调动人的积极性为主旨的激励是人力资源  二、目前企业激励机制存在的问题  1.激励意识落后。有的企业,尤其是我国的一些中小企业,缺乏激励意识,认为有无激励一个样。这些企业就需要革新自己的陈旧观点,把人才当作一种资本来看,挖掘人的潜力,重视激励,否则,必然会遭淘汰。还有的企业,口头上重视人才,行动上却还是以往的一套。这些企业管理思想落后,在这些企业里的员工很难有高的积极性。  2.未能建立科学的薪酬体系。员工薪酬水平主要依赖职务的提升,未能以价值贡献作为激励标准。中小企业采用基于岗位的薪酬模式,主要依据岗位在企业内的相对价值为员工付酬。岗位的相对价值高,其工资也高,反之亦然。薪酬往往跟高层、中层和基层主管等职务挂钩,员工工资的增长主要依靠职位的晋升。这种激励制度主要以对高中基层管理人员激励为主。这种仅以职务高低确定薪酬高低容易使企业资源错置、浪费人事成本,不能充分发挥员工个人潜力。  3.考核机制不够完善,缺乏严格、系统、科学的评定手段。良好的激励机制需要合理的考核机制配合才能发挥作用,有些企业制度较为粗放,主要凭直觉、印象、随意的观察以及凭简单的成绩记录对工作情况做出评定,因而缺乏严格、系统、科学的评定手段,容易造成评定上的失误。对一般员工而言,因为缺乏对员工日常工作的标准化考核,升迁和裁员在很大程度上取决于领导的个人情感。这样,往往离职的并非是庸才,升迁的也未必就是良将。  4.激励方式单一,缺乏文化、精神激励。中小企业所采用的激励形式主要是物质激励,缺乏文化、精神激励机制,过分强调利益导向及物质激励,不积极了解员工最喜欢什么、最关心什么,没有挖掘员工的内在精神动力。不能充分满足员工尊重、成就、动力、自我价值实现等高层次的精神需要,不能充分调动员工的积极性,而且造成很多负面影响,如只讲竞争、不讲合作,损人利己、封锁消息、一切向钱看等等,往往得不偿失。  三、企业激励机制的选择路径  (一)改革薪酬分配制度,制定科学均衡的薪酬体系激励是管理的核心,而薪酬激励又是激励机制中最重要的激励手段。而要想真正发挥薪酬管理对员工的激励作用,就要深化薪酬改革,进一步完善激励机制。首先,要建立一整套规范的职位管理体系。包括规范的职位设置、职位序列、职位说明书等。其次,要运用科学的量化评估系统对职位价值进行评价。即职位评估。再次,员工能力要与职位要求基本匹配。按职位价值确定报酬,可以让员工从注重职位高低转变到注重自身能力的提高上来,以价值贡献换得报酬。让员工面对了解自身价值的高低并寻求真正的努力目标,有利于个人、企业的长远发展和企业价值最大化。  (二)建立有效的绩效考核制度和激励淘汰机制绩效、考核和激励淘汰之间的关系可以用以“绩效一考核一激励淘汰—绩效”的流程来描绘,由此可以看出,因绩效而考核,因考核而激励淘汰,因激励淘汰而有绩效,彼此间是互动关系。完善绩效考核制度,科学的考核是奖惩的主要依据。企业要运用正式的评价系统,准确、公正、积极地对员工做出考核和评定。考核方法应该有科学性,应该将定性与定量相结合,应该使考核制度化、规范化。能准确地不带个人感情色彩地判断每个人的功与过,以及每个人贡献的绝对量和相对量,公正地决定奖励谁、惩罚谁。公正和公平的奖惩,必须建立在公正和公平的考核基础上。以“绩效”为主线的员工考核是完善激励机制的核心内容。实施员工绩效考核,不仅能够激发员工比业绩、论贡献的积极性,还能为发现人才、培养人才、使用人才提供可靠的依据,从而有效促进员工队伍整体素质的提升。  总之,发展新经济对企业提出了更高的要求,现代企业管理中,管理者必须采用合理而有效的激励方式,只有这样,企业才能在激烈的竞争中经久不衰,才能够走出去,获得更大更好的发展。
