一、曾与西湖齐名的西溪,面对蚕食和污染,亟待“抢救性”保护   提到西溪,很多杭州人会想起“芦锥几顷界为田,一曲溪流一曲烟”的诗句,想起一幅独特的江南水乡风情画卷。位于杭州市区西部的西溪,是国内罕见的城市湿地。西溪湿地历经东晋发现、唐宋发展、明清全盛、民国衰落的过程,1600年前的原始湿地,打上人类渔耕活动的印记,形成以鱼塘为主,河港、湖漾、沼泽相间的次生湿地,水网密布,以至村庄、田野之间非舟莫渡。在人文历史的记载中,西溪的名字也长久地留存下来,苏轼、米芾、唐寅、张岱、厉鹗、郁达夫、徐志摩、黄宾虹等历代文人墨客为它留下为数众多的诗文书画。  近些年,历史上与杭州西湖齐名的西溪,湿地生态遭受损伤,原有景致也显衰微。曾经占地60平方公里的湿地,因为受城市化扩张的蚕食,目前仅存10余平方公里。在各种生态系统中,湿地与海洋、山地等相比,改造开发的成本最低,本来就易被侵占,况且西溪湿地就在城市近郊,城市开发与发展慢慢向西溪挤靠,许多当年的湿地如今已是杭州城西商品房住宅新区密集的区块。同时,西溪湿地内村庄密集、人口较多,过度地向自然索取,当地居民的生产生活污染已经压得湿地环境“喘不过气”。在这些村庄,养猪业占农业总产值近70%,最多时有2万头生猪存栏,产生的污染大大超过了湿地环境的承受极限,一度,西溪许多水面都飘散着猪粪便的异味。池塘养鱼放养过密,也造成水质富营养化严重。杂乱的民居房舍、随处堆积的垃圾,更是远离了西溪原先的优美环境。  2003年,杭州市下决心启动西溪湿地综合保护工程,做好西湖、西溪这两篇文章。借用文物考古领域的名词,这应称作是一种“抢救性”保护,如果再不实施保护,西溪湿地将遭受更多不可逆转、难以恢复的破坏和影响。据测算,如果西溪湿地综合保护工程晚启动一年,要恢复到较好的生态状况,必须增加1亿元以上的投入。  二、试点探索“湿地公园”保护模式,既要最大保护,也不排斥适度利用   西溪湿地被定为全国首个湿地公园试点,相应确立了“积极保护”的思路,即在保护的前提下进行适度利用,通过适度利用实现更好的保护。以“湿地公园”的模式来实现湿地保护,这在我国还是全新尝试与探索。  国际环保组织“湿地国际”中国办事处主任陈克林认为,西溪有1600多年人为干预的历史,属于次生态自然湿地,已不是国家生态保护区意义上的原始生态湿地,同时它又是国内大中城市中惟一的城市湿地,正因为这样,西溪更适合走“湿地公园”的发展之路。“在保护和合理利用之间,完全能够找到平衡点。”陈克林说,就像目前世界范围都非常盛行的绿色产业——生态旅游业,既不对生态造成破坏,同时也能在经济上有所盈利,能够加大保护的投入。合理利用的关键在管理,要考虑到可持续发展。杭州作为旅游名城,在资源保护和利用、游客管理、污水处理等方面,都积累了经验,在西溪湿地综合保护与合理利用上可资借鉴。  “从生态角度看,西溪湿地也不适合纯粹的自然保护区模式。”浙江大学生命科学院常杰教授解释,西溪湿地目前面积仅10余平方公里,这样小的范围,如果完全封闭保护起来,自我维持、自我循环的能力较弱,当物种衰退或死亡后,缺少补充,小环境有成为生态“孤岛”的危险而难以为继。因此,在尊重自然生态规律的基础上,科学、适度的人为干预,有助于西溪湿地生态环境的修复和保护。  三、体现环境优先、最小干预,实现人与自然和谐的可持续发展   根据西溪湿地作为次生湿地、城市湿地、农耕湿地、文化湿地的独特性,综合保护工程确定了环境优先,最小干预,修旧如旧,注重文化,可持续发展,以民为本等六大原则。  综合保护工程的第一步,就是搬迁原先西溪地区农户和单位,减少湿地的人口负载和污染源,疏减农居和厂房,大大降低湿地区域内的建筑密度。西溪综合保护工程专家组组长、原杭州市园文局总工程师卜昭晖认为,这是改善水质、保护生态最关键、最根本的措施,杭州西湖综合保护工程中搬迁居民、拆迁建筑、恢复绿化,做好“减法”的类似办法,已经证实了成效。西溪湿地核心区块原有517户农居,建筑面积近20万平方米。根据总体规划,保留了约100幢建筑,进行削层、整修后,粉墙黛瓦的朴拙民居静静地点缀在自然环境中,内部可以提供旅游服务,总的建筑面积降至8万平方米,容积率仅015。其它影响景观、建筑质量差、密度较高的农居,全部拆除。拆除建筑后留下的空地则恢复植被、补种植物。补种品种主要选择苦楝、枫杨、大叶柳、竹等乡土树种,避免人工斧凿痕迹过重的“公园化”种植。同时,湿地内全部实行管网配置,污水纳管排放,或建沼气池和污水处理装置,西溪湿地水质已经在逐步改善。  为了体现对自然环境和生态的最小干预,综合保护工程中有不少周到考虑、细心做法,尽可能保存西溪原貌,尽量少加干预和变动。像朝天暮漾、南渚湖等生态保存较好、面积较大的水面,都没有去“惊动”,不采取清淤、沟通等人为保护措施,延续其自身良好的生态系统。只是将部分封闭的小面积水体连通,利于物种在较大环境里自由交流,并吸引水鸟栖息;将鱼塘壁的坡度由陡坡改为缓坡,有利于湿生植物生长,为过往鸟类提供更丰富的食物。再如原来西溪一带柿子树特别多,形态古朴苍凉,有许多巨大的鸟窝就筑在树枝上,水边则多见杨树柳树,有的大树向水面倾倒,历久形成奇异姿态,像这些树都没有扰动,靠人工很难栽种这样的树、达不到这样自然的效果。  今后西溪湿地内只能步行或舟行。为方便游人西溪探幽,须铺设游步道,而游步道的设计和施工颇费心思,不能简单照搬一般公园或环西湖的行人道,国外常用的架空行人栈道与西溪的环境也不太相融,最后还是采用了不规则的石板或碎石铺路,中间不打混凝土,这样能起防滑作用、方便游人,又保护了典型地貌。考虑到今后行船需要,有的河段进行了航道疏浚,河道两旁及时补种芦苇及一些沼生植物。清淤护岸时,用“贴”淤泥的办法来加固塘堤,用木桩巩固堤岸,而且特意选用可以自然发芽的柳树桩。  既然是“公园”,西溪湿地这一公共资源终将为市民和游客服务。西溪湿地综合保护工程指挥部总指挥黄春雷说,今年5月1日,西溪湿地公园首期即将对外开放,开园后的管理、保护任务更加艰巨。根据西溪湿地的环境承载能力、自净能力,首期的核心景区最佳游客容量2000人,极限容量3000人,今后将通过门票销售等手段控制入内人数。同时,为了让湿地保护更加规范、有法可依,杭州市已将“西溪湿地保护管理条例”列入今年的立法调研范围。将西溪湿地公园的探索,以立法形式固定下来。  四、保护自然生态的同时,负载历史文化保护、民俗文化延续、湿地文化教育和普及等社会功能   在保护和恢复西溪湿地自然生态的同时,上千年来西溪湿地形成的历史文化、人文景观以及独特的民俗文化,也值得保护、应予保护。西溪湿地范围内有50年以上历史的老建筑一般不拆,“应保尽保”,修旧如旧。像秋雪庵、烟水渔庄等庵堂别墅之类的重点文化遗迹,在科学论证基础上适量恢复。首批恢复的遗迹之一秋雪庵,就是在查找上世纪30年代的老照片、对照历史记载后修复的,再现历史文化风貌。围绕西溪湿地留下的众多历史文化遗存,也将得到挖掘和展示。经过前期考证,西溪湿地作为“越剧首演地、词人圣地、《水浒》孕育地、文人逍遥地”的史实,逐渐得到专家学者的证实。经过系统挖掘整理,有关西溪历史文化的大型丛书,即将出版。  水乡渔火、龙舟竞渡等西溪民俗风情画,也要重现于世,在现代都市保留一曲“田园牧歌”。西溪湿地综合保护工程指挥部表示,将陆续选择部分世代居住在此的农户,迁回西溪湿地内,并组织农民耕种、养鱼,既保留了“活着”的农耕湿地文化,也可以承担旅游展示和服务功能。此外,河渠行舟、碧潭网鱼、竹林挖笋等民俗,极富江南水乡的田园气息,也有望成为游客参与度很高的旅游特色项目。  湿地公园担负湿地文化的宣传、教育、普及等社会功能。今后西溪湿地公园虽然设门票,但仍较多地向倾向社会效益。每周将辟出一天“免费开放日”,预约后可免费参观游览;对困难群众等特殊群体,还将优惠减免门票。  在我国,“湿地”这个名词引入历史尚短,湿地的基本知识、保护常识也还不为人熟知。湿地公园除了保护生态环境、保护生物多样性等生态效应外,还有它的社会效应,向公众开放,可以成为青少年的特殊“课堂”,公众的“博物馆”,学到有关湿地生态系统生物多样性、文化多样性等多方面的知识。西溪湿地公园将来要开辟专门的展厅,让更多普通人走近湿地文化,多一点了解,就会多一份珍惜,多一点保护的自觉。
