发展绿色食品大豆产品 促进黑龙江省大豆产业振兴摘要:黑龙江省借助得天独厚的环境资源优势和较高的机械栽培技术水平,绿色食品大豆生产取得了较快的发展。但由于受国际市场的冲击较大,还面临着种植收益过低、基础设施薄弱、精深加工能力不强等限制因素。   关键词:绿色食品;大豆产业;黑龙江省      一、黑龙江省绿色食品大豆发展现状      大豆是黑龙江省的主栽作物,在黑龙江省有多年的栽培历史,种植面积、总产量都占全国的1/3左右。2000年省委、省政府提出“打绿色牌、走特色路”的发展战略,明确了发展优质、高效的现代农业是黑龙江农业的发展方向。在这一战略的指引下黑龙江省绿色食品产业取得了较快的发展,绿色食品大豆产业也随着迅速发展起来,从2000年以来黑龙江省绿色大豆的种植面积逐年增加,到2008年黑龙江省绿色食品大豆种植面积达到1 3万亩,年均递增20%以上,现已占全省大豆种植面积1/4以上,产量达到250万吨以上。已建成全国绿色食品原料大豆标准化生产基地44个,面积1 3万亩。认证绿色食品大豆产品138个,企业65 家。      二、黑龙江省绿色食品大豆的产业优势      黑龙江省环境条件优良。黑龙江开发较晚,环境污染小,病虫害发生率比南方低。森林、草原、湿地资源丰富,全省拥有森林3亿亩,森林覆盖率6%;天然草原面积约6 500万亩;湿地面积6 510万亩。生态良好,具备发展绿色大豆得天独厚的条件。黑龙江土质肥沃,是世界上仅有的三大黑土地之一,全省属中、寒温带大陆性季风气候,年降水量370毫米~670毫米,光、热、雨同季,适于大豆生长,加之昼夜温差大,有利于干物质积累,农产品品质优良。   大豆栽培技术水平较高。黑龙江省是全国大豆主产区之一,大豆面积占全国种植面积近1/3,黑龙江省农垦耕地占全省的1/5,土地规模化种植、机械标准化作业、栽培制度科学化已经走在全国现代农业建设的前列。目前,全省在各环节、各层面开展的农场与地方县合作共建成效突出,带动了地方大豆种植水平的提高。   绿色大豆的科研水平较高。黑龙江省从事大豆生产技术研究的科研机构较多,每个市都有多家从事大豆技术的研究机构,近几年,每年的育成品种都在十个以上,70%以上大豆品种为高脂肪、高蛋白及兼用型品种,黑字号、垦字号大豆油脂居全国领先水平,东农42等品种蛋白含量领先国际水平;每年省政府都投入专项资金用于绿色大豆产业的开发和研究,委托东北农业大学、农科院、植保站等单位进行绿色大豆高效生产技术的专题研究,为绿色大豆的生产、加工提供科技保障。      三、黑龙江省绿色大豆产业发展限制因素      加入WTO后受国际市场影响比较大。2001年加入WTO以来,中国关税大幅降低, 大豆和豆粕进口关税都降低到了3% 和5% 以下, 不对大豆的进口实行配额制,不对大豆出口实行补贴,这在政策上为国外大豆的进口铺平了道路。这几年中国的大豆进口在逐步增加,2005年中国的大豆进口量约为2 600万吨,2006年大概是2 800万吨,2007年3 1万吨,几乎每年都有200万吨的增加,2008年中国大豆进口量达到3 6万吨,较2007年的进口量大幅增加5万吨,增幅达到5%,连续第四年创下中国大豆进口量的历史最高纪录,预计2009年的进口量还将增加。与进口大豆相比, 国产大豆无论在商品质量和价格上均有较大差距,2008年底,黑龙江省大豆的国储库收购价格3 700元/吨左右,而进口大豆到港价格仅为3 100元/吨,每吨比国产大豆低600元。   三大主栽作物比较大豆处于劣势地位。2005年以来黑龙江省大豆的种植面积逐年下降,2007年种植面积为5 713万亩,与2005年相比减少600万亩,这里还没有考虑后开垦的耕地面积补充进来的(大多数生荒地都适合种大豆)。相反,水稻、玉米种植面积却逐年增加,尤其玉米面积2007年比2005年增加了1 800万亩,这也在客观上促进了大豆面积的萎缩。原因主要是与水稻、玉米相比种植大豆的效益底,农民种植的积极性不高。2008年大豆的公顷收益不足千元,而水稻、玉米的公顷收益都在3 000元以上。   大豆主产区的基础设施比较薄弱。黑龙江省大豆的主产区基本还没有摆脱“靠天吃饭”的局面,大豆是比较适合机械化作业的作物,黑龙江省的机械化种植水平也较高,但农田基础设施相对来说还比较薄弱,近几年连续发生的春旱、夏旱等自然灾害给黑龙江省的大豆生产造成了很大的损失,我们各级政府虽然每年都在组织人力物力财力进行抗旱,但收效不大,主要原因是大豆种植面积较大、资金的投入还不到位,机井眼数还不能覆盖大多数产区。没有形成“旱能浇、涝能排”的绿色农业生产模式。   大豆精深加工能力不强。黑龙江省大豆加工企业多是传统的制油企业,数量多,成规模的少,粗加工多,深加工少;传统加工多,新兴加工少;有些企业甚至没有小包装,直接给省外企业加工毛油,这样利润空间就小。产业布局与产品结构不尽合理,产品结构不能适应市场需求变化。从规模结构上看,标准化、规模化程度低,综合利用水平低。虽然一些企业也申请了绿色食品标志,但都是一些大豆、豆油、豆粕等初加工产品,像一些深加工豆制品、分离蛋白等加工企业近两年刚刚出现,但规模较小,还没有形成品牌,市场影响力小。必须采取高新技术向工业化、深加工方向发展。   黑龙江省大豆加工企业与沿海企业相比,大豆基本都为本地大豆,收购成本较高,而且大多数豆油都是销往省外,销售半径也较长,运输成本增加,这使得黑龙江省的豆油加工企业在市场竞争中处于不利地位。      四、黑龙江省发展绿色大豆产业的建议      借助政策优势,扩大绿色大豆种植面积。从2004年开始,黑龙江省进行了全国绿色食品原料大豆标准化生产基地的创建工作,省财政拿出专项资金用于绿色大豆基地的环境监测和管理费用,各大豆主产县应利用该项目,积极争取开展绿色食品大豆标准化生产基地的创建工作。基地的创建上连着企业,下牵着农户,是一个企业增利、农民增收、农业增效的绿色富农工程,也是省委、省政府提出的“打绿色牌、走特色路”发展战略的一个具体体现。积极落实省政府“千亿斤粮食产能工程”,到2012年,全省建设优质大豆基地5 700万亩,大豆总产量170亿斤。按绿色食品大豆生产技术规程种植的大豆是优质大豆,绿色食品大豆基地是优质大豆基地建设的重要途径,各大豆主产县应借助政策优势、制订计划,采取切实可行的措施推动绿色食品大豆基地的发展。   实行由种植大省向加工大省的战略转变。黑龙江省是大豆的种植大省,绿色大豆的种植面积也排在全国首位,但加工相对薄弱。黑龙江省应积极制定措施,实行由种植大省向加工大省的转变。近几年除了老牌的九三油脂、阳霖油脂大型油脂加工企业外,也涌现出了像哈高科异黄酮、日月星蛋白粉、瑞盛素肉这样的深加工企业,政府应高度重视,积极扶持这些企业做大做强,实现对整个绿色大豆产业的拉动作用。无论是大豆生产还是大豆制品加工,都必须实施标准化生产, 逐步建立科学、完备的大豆质量安全标准、检验检测和质量认证三大体系,狠抓产地环境、农业投入、生产过程、包装标识、市场准入五大环节的管理,改变无标生产、无标上市和无标流通的状态。要把“振兴大豆产业行动计划”和“打绿色牌、走特色路”的发展战略结合起来,推广大豆绿色栽培技术,杜绝使用不合理农药与化肥,建立绿色有机大豆生产基地,发展无污染、安全、优质、营养的绿色大豆原料和绿色大豆制品,以适应安全、营养食品消费的需要。 加强管理,确保大豆食品质量安全。“三聚氰胺”事件之后,国家对食品安全的重视程度空前的高,食品质量安全法也于今年6月实施。所以企业应该通过加强企业管理,来确保质量安全,应当建立食品质量安全档案,保存企业购销记录、生产记录和检验记录等与食品质量安全有关的资料,有条件的企业可以试行产品质量追溯制度和召回制度。企业食品质量安全档案应当保存三年,做到哪个环节出现问题有据可查。黑龙江省大豆加工的标准体系、检验检测体系、食品安全体系及质量认知体系也相对滞后,大多数企业没有通过“国际质量管理标准(ISO9000)”及“国际环境管理标准(ISO14000)”,“良好操作制造(GMP)”,“危害分析关键控制点(HACCP)”等相关认证,质量安全管理相对松散,若把黑龙江省建成农产品深加工大省,食品强省还需进一步与国际接轨,加强企业的管理水平,向品质优良、管理一流、绿色名牌的方向前进。   加大力度保护非转基因大豆生产,打造绿色食品大豆产品知名品牌。在世界范围内,许多国家种植的都是转基因大豆,因其出油率高、产量高、种植成本低,竞争力远远强于中国大豆。但中国大豆具有高蛋白、非转基因和绿色食品大豆产品的品牌特色,用于加工成食用大豆系列食品,具有质量高、品质好、食用安全等优势。因此,以非转基因、绿色食品、优质安全为切入点,黑龙江省要积极培育黑龙江省的绿色食品大豆产品品牌,严格非转基因大豆标识制度,加大宣传,提高知名度,争强市场竞争力。像九三豆油、阳霖豆油这样的老品牌,继续巩固市场占有率,向新食用油产品开发、改善产品包装、有机产品认证方向发展;新的深加工企业应看清形势、抓住机遇,确定好自身的市场定位,努力确立市场的品牌地位。像大庆日月星蛋白有限公司就是一个很好的例子,它们率先在全国进行高纯度蛋白质粉的开发,并调配成适合不同人群的营养蛋白质粉、饮料、饼干等,认证了十多个绿色食品标志,公司以非转基因、绿色营养、优质安全为宣传口号,成功占领了国内大部分市场,是国内最大的蛋白质粉加工企业,现“日月星”商标已是中国驰名商标和亚洲最具价值品牌。黑龙江省的企业要跳出转基因大豆及其制品的恶性竞争圈子,独树一帜,以非转基因和绿色食品的黑龙江品牌,提高大豆产品的附加值,叫响品牌,占领国内市场、打入国际市场。      参考文献:   [1]孙向东,任红波加入WTO后黑龙江省大豆产业展望与对策[J]黑龙江农业科学,2000,(6):39-   [2]韩晓增,王守宇发展黑龙江省绿色大豆产业带的思考[J]大豆通报,2001,(6):3-   [3]芦玉双黑龙江省大豆产业现状及对策的调研报告[J]大豆通报,2003,(1):28-   [4]曹海英黑龙江省大豆生产的制约因素与对策[J]黑龙江粮食,2006,(1):18-

发展绿色食品大豆产品 促进黑龙江省大豆产业振兴摘要:黑龙江省借助得天独厚的环境资源优势和较高的机械栽培技术水平,绿色食品大豆生产取得了较快的发展。但由于受国际市场的冲击较大,还面临着种植收益过低、基础设施薄弱、精深加工能力不强等限制因素。   关键词:绿色食品;大豆产业;黑龙江省      一、黑龙江省绿色食品大豆发展现状      大豆是黑龙江省的主栽作物,在黑龙江省有多年的栽培历史,种植面积、总产量都占全国的1/3左右。2000年省委、省政府提出“打绿色牌、走特色路”的发展战略,明确了发展优质、高效的现代农业是黑龙江农业的发展方向。在这一战略的指引下黑龙江省绿色食品产业取得了较快的发展,绿色食品大豆产业也随着迅速发展起来,从2000年以来黑龙江省绿色大豆的种植面积逐年增加,到2008年黑龙江省绿色食品大豆种植面积达到1 3万亩,年均递增20%以上,现已占全省大豆种植面积1/4以上,产量达到250万吨以上。已建成全国绿色食品原料大豆标准化生产基地44个,面积1 3万亩。认证绿色食品大豆产品138个,企业65 家。      二、黑龙江省绿色食品大豆的产业优势      黑龙江省环境条件优良。黑龙江开发较晚,环境污染小,病虫害发生率比南方低。森林、草原、湿地资源丰富,全省拥有森林3亿亩,森林覆盖率6%;天然草原面积约6 500万亩;湿地面积6 510万亩。生态良好,具备发展绿色大豆得天独厚的条件。黑龙江土质肥沃,是世界上仅有的三大黑土地之一,全省属中、寒温带大陆性季风气候,年降水量370毫米~670毫米,光、热、雨同季,适于大豆生长,加之昼夜温差大,有利于干物质积累,农产品品质优良。   大豆栽培技术水平较高。黑龙江省是全国大豆主产区之一,大豆面积占全国种植面积近1/3,黑龙江省农垦耕地占全省的1/5,土地规模化种植、机械标准化作业、栽培制度科学化已经走在全国现代农业建设的前列。目前,全省在各环节、各层面开展的农场与地方县合作共建成效突出,带动了地方大豆种植水平的提高。   绿色大豆的科研水平较高。黑龙江省从事大豆生产技术研究的科研机构较多,每个市都有多家从事大豆技术的研究机构,近几年,每年的育成品种都在十个以上,70%以上大豆品种为高脂肪、高蛋白及兼用型品种,黑字号、垦字号大豆油脂居全国领先水平,东农42等品种蛋白含量领先国际水平;每年省政府都投入专项资金用于绿色大豆产业的开发和研究,委托东北农业大学、农科院、植保站等单位进行绿色大豆高效生产技术的专题研究,为绿色大豆的生产、加工提供科技保障。      三、黑龙江省绿色大豆产业发展限制因素      加入WTO后受国际市场影响比较大。2001年加入WTO以来,中国关税大幅降低, 大豆和豆粕进口关税都降低到了3% 和5% 以下, 不对大豆的进口实行配额制,不对大豆出口实行补贴,这在政策上为国外大豆的进口铺平了道路。这几年中国的大豆进口在逐步增加,2005年中国的大豆进口量约为2 600万吨,2006年大概是2 800万吨,2007年3 1万吨,几乎每年都有200万吨的增加,2008年中国大豆进口量达到3 6万吨,较2007年的进口量大幅增加5万吨,增幅达到5%,连续第四年创下中国大豆进口量的历史最高纪录,预计2009年的进口量还将增加。与进口大豆相比, 国产大豆无论在商品质量和价格上均有较大差距,2008年底,黑龙江省大豆的国储库收购价格3 700元/吨左右,而进口大豆到港价格仅为3 100元/吨,每吨比国产大豆低600元。   三大主栽作物比较大豆处于劣势地位。2005年以来黑龙江省大豆的种植面积逐年下降,2007年种植面积为5 713万亩,与2005年相比减少600万亩,这里还没有考虑后开垦的耕地面积补充进来的(大多数生荒地都适合种大豆)。相反,水稻、玉米种植面积却逐年增加,尤其玉米面积2007年比2005年增加了1 800万亩,这也在客观上促进了大豆面积的萎缩。原因主要是与水稻、玉米相比种植大豆的效益底,农民种植的积极性不高。2008年大豆的公顷收益不足千元,而水稻、玉米的公顷收益都在3 000元以上。   大豆主产区的基础设施比较薄弱。黑龙江省大豆的主产区基本还没有摆脱“靠天吃饭”的局面,大豆是比较适合机械化作业的作物,黑龙江省的机械化种植水平也较高,但农田基础设施相对来说还比较薄弱,近几年连续发生的春旱、夏旱等自然灾害给黑龙江省的大豆生产造成了很大的损失,我们各级政府虽然每年都在组织人力物力财力进行抗旱,但收效不大,主要原因是大豆种植面积较大、资金的投入还不到位,机井眼数还不能覆盖大多数产区。没有形成“旱能浇、涝能排”的绿色农业生产模式。   大豆精深加工能力不强。黑龙江省大豆加工企业多是传统的制油企业,数量多,成规模的少,粗加工多,深加工少;传统加工多,新兴加工少;有些企业甚至没有小包装,直接给省外企业加工毛油,这样利润空间就小。产业布局与产品结构不尽合理,产品结构不能适应市场需求变化。从规模结构上看,标准化、规模化程度低,综合利用水平低。虽然一些企业也申请了绿色食品标志,但都是一些大豆、豆油、豆粕等初加工产品,像一些深加工豆制品、分离蛋白等加工企业近两年刚刚出现,但规模较小,还没有形成品牌,市场影响力小。必须采取高新技术向工业化、深加工方向发展。   黑龙江省大豆加工企业与沿海企业相比,大豆基本都为本地大豆,收购成本较高,而且大多数豆油都是销往省外,销售半径也较长,运输成本增加,这使得黑龙江省的豆油加工企业在市场竞争中处于不利地位。      四、黑龙江省发展绿色大豆产业的建议      借助政策优势,扩大绿色大豆种植面积。从2004年开始,黑龙江省进行了全国绿色食品原料大豆标准化生产基地的创建工作,省财政拿出专项资金用于绿色大豆基地的环境监测和管理费用,各大豆主产县应利用该项目,积极争取开展绿色食品大豆标准化生产基地的创建工作。基地的创建上连着企业,下牵着农户,是一个企业增利、农民增收、农业增效的绿色富农工程,也是省委、省政府提出的“打绿色牌、走特色路”发展战略的一个具体体现。积极落实省政府“千亿斤粮食产能工程”,到2012年,全省建设优质大豆基地5 700万亩,大豆总产量170亿斤。按绿色食品大豆生产技术规程种植的大豆是优质大豆,绿色食品大豆基地是优质大豆基地建设的重要途径,各大豆主产县应借助政策优势、制订计划,采取切实可行的措施推动绿色食品大豆基地的发展。   实行由种植大省向加工大省的战略转变。黑龙江省是大豆的种植大省,绿色大豆的种植面积也排在全国首位,但加工相对薄弱。黑龙江省应积极制定措施,实行由种植大省向加工大省的转变。近几年除了老牌的九三油脂、阳霖油脂大型油脂加工企业外,也涌现出了像哈高科异黄酮、日月星蛋白粉、瑞盛素肉这样的深加工企业,政府应高度重视,积极扶持这些企业做大做强,实现对整个绿色大豆产业的拉动作用。无论是大豆生产还是大豆制品加工,都必须实施标准化生产, 逐步建立科学、完备的大豆质量安全标准、检验检测和质量认证三大体系,狠抓产地环境、农业投入、生产过程、包装标识、市场准入五大环节的管理,改变无标生产、无标上市和无标流通的状态。要把“振兴大豆产业行动计划”和“打绿色牌、走特色路”的发展战略结合起来,推广大豆绿色栽培技术,杜绝使用不合理农药与化肥,建立绿色有机大豆生产基地,发展无污染、安全、优质、营养的绿色大豆原料和绿色大豆制品,以适应安全、营养食品消费的需要。 加强管理,确保大豆食品质量安全。“三聚氰胺”事件之后,国家对食品安全的重视程度空前的高,食品质量安全法也于今年6月实施。所以企业应该通过加强企业管理,来确保质量安全,应当建立食品质量安全档案,保存企业购销记录、生产记录和检验记录等与食品质量安全有关的资料,有条件的企业可以试行产品质量追溯制度和召回制度。企业食品质量安全档案应当保存三年,做到哪个环节出现问题有据可查。黑龙江省大豆加工的标准体系、检验检测体系、食品安全体系及质量认知体系也相对滞后,大多数企业没有通过“国际质量管理标准(ISO9000)”及“国际环境管理标准(ISO14000)”,“良好操作制造(GMP)”,“危害分析关键控制点(HACCP)”等相关认证,质量安全管理相对松散,若把黑龙江省建成农产品深加工大省,食品强省还需进一步与国际接轨,加强企业的管理水平,向品质优良、管理一流、绿色名牌的方向前进。   加大力度保护非转基因大豆生产,打造绿色食品大豆产品知名品牌。在世界范围内,许多国家种植的都是转基因大豆,因其出油率高、产量高、种植成本低,竞争力远远强于中国大豆。但中国大豆具有高蛋白、非转基因和绿色食品大豆产品的品牌特色,用于加工成食用大豆系列食品,具有质量高、品质好、食用安全等优势。因此,以非转基因、绿色食品、优质安全为切入点,黑龙江省要积极培育黑龙江省的绿色食品大豆产品品牌,严格非转基因大豆标识制度,加大宣传,提高知名度,争强市场竞争力。像九三豆油、阳霖豆油这样的老品牌,继续巩固市场占有率,向新食用油产品开发、改善产品包装、有机产品认证方向发展;新的深加工企业应看清形势、抓住机遇,确定好自身的市场定位,努力确立市场的品牌地位。像大庆日月星蛋白有限公司就是一个很好的例子,它们率先在全国进行高纯度蛋白质粉的开发,并调配成适合不同人群的营养蛋白质粉、饮料、饼干等,认证了十多个绿色食品标志,公司以非转基因、绿色营养、优质安全为宣传口号,成功占领了国内大部分市场,是国内最大的蛋白质粉加工企业,现“日月星”商标已是中国驰名商标和亚洲最具价值品牌。黑龙江省的企业要跳出转基因大豆及其制品的恶性竞争圈子,独树一帜,以非转基因和绿色食品的黑龙江品牌,提高大豆产品的附加值,叫响品牌,占领国内市场、打入国际市场。      参考文献:   [1]孙向东,任红波加入WTO后黑龙江省大豆产业展望与对策[J]黑龙江农业科学,2000,(6):39-   [2]韩晓增,王守宇发展黑龙江省绿色大豆产业带的思考[J]大豆通报,2001,(6):3-   [3]芦玉双黑龙江省大豆产业现状及对策的调研报告[J]大豆通报,2003,(1):28-   [4]曹海英黑龙江省大豆生产的制约因素与对策[J]黑龙江粮食,2006,(1):18-

自费举报香港食物安全罪案274宗正直市民遭香港当局打压致精神失常——一位受害女童父亲的悲惨遭遇Tac先生对女儿一直呵护有加。一天,三岁幼女食用香港某超市出售的食物后,持续高烧,送医院急救,方知是感染肠胃炎。后经化验,该食物内含有数十条虫。此后,Tac先生又发现多间超市出售发霉、变质和过期食物。对香港执法部门漠视投诉,玩忽职守的行径,Tac先生极为愤慨,先后向主管当局、立法会议员发出数百封邮件,痛诉不安全食物之严重危害,跪求当局从善如流,重典治乱。然而,Tac先生的正义诉求,犹如石沉大海。为防悲剧重演,Tac先生决定揭穿重重黑幕。透过对全港数百间大型超市的暗访取证,Tac先生耗资逾万元购买了数百种不同品种的过期食物作为证物交予当局,现场拍摄了数以千计的照片和影片,向当局提供了数十万字的食物投诉供词……Tac先生调查发现,位于香港繁华商业中心区内某大型超市,在五个多月内,先后十一次售卖过期食物,而距离该超市不足五十米处,就是香港食物环境卫生署总部。更令人愤慨的是,Tac先生在铜锣湾某超市付款购买多件过期饮品作为证物后,遭多名店员抢夺毁证。Tac先生致电当局求助,当局拒不派员到场执法,致使涉嫌干犯罪行者得以逍遥法外。在八个多月内,Tac先生排除各种阻力,先后举报了274宗超市涉嫌售卖过期食物的个案。而当局数以千计的执法人员又是如何监管和巡查的呢?官方资料显示:此前三十个月内,当局发现食物已超过食用期限的个案总数为4宗。冰冻三尺,非一日之寒。当局对商家罪行视而不见,对民众健康麻木不仁,是造成今日香港过期食物泛滥成灾、无良商家有恃无恐的根本原因。如果无人挺身举报,香港食物安全触目惊心的真相将永远被掩盖。Tac先生“不识时务”的举报触犯了当局大忌,恼羞成怒的当局展开了一系列疯狂的报复行动,必欲置之于死地而后快。为了继续粉饰太平,当局不断玩弄花样,刻意制造高压恐惧,处心积虑地阻挠Tac先生举报,以各种防不胜防的卑鄙伎俩,对Tac先生进行残酷的精神迫害,致其精神健康状况急剧恶化。Tac先生无法接受的是,作为纳税人,自己每年将辛苦赚得的血汗钱供养给政府,官员养尊处优,坐享高薪厚禄,却罔顾市民权益,悍然动用政府资源,对付一个为公益而艰辛奔走的正直市民。近年来,全国各地政府纷纷设立举报专项基金,奖励市民举报食物安全犯罪,不遗余力加大打击食物安全犯罪力度。香港当局却冒天下之大不韪,一方面穷凶极恶,视举报人如眼中钉,不择手段打压市民举报;一方面倒行逆施,放纵销售商将一些容易变坏的食物日期标签由“此日期或之前食用”篡改为“此日期前最佳”,以逃避法律惩罚。《苹菓日报》、《星岛日报》、《东方日报》、《明报》、《太阳报》、《文汇报》、新浪网等香港各大媒体对Tac先生举报过期食物进行了全面报导,香港食物安全丑闻欲盖弥彰。然而,食物安全“无人管”的乱象不但没有收敛,反而愈演愈烈,持续蔓延。香港申诉专员公署担当监察政府运作的角色,包括政府监管不力等,并有权就可能广受市民大众关注的课题进行主动调查。Tac先生多次致函要求申诉专员介入调查,均遭拒绝。痛定思痛,Tac先生不得不寻求全国舆论的声援。此时的Tac先生,面对排山倒海的压力,精神濒于崩溃,经香港某医院精神科确诊患上“混合性焦虑抑郁症”,疾病的折磨时常让他痛不欲生。人间正道是沧桑。Tac先生不畏强权,曝光香港食物安全潜规则,为坚守良知,捍卫正义付出了惨重代价,期盼社会各界仗义执言,爱心人士伸出援手,一起帮助Tac先生走出困境。(Tac先生邮箱:)*更多图片请透过百度或谷歌搜索“曝光香港食物安全潜规则”
