个人可以给物理学报发论文。物理学报是中国科学院主管，中国物理学会主办的核心期刊，相对来说投稿有一定的难度，对于论文的要求也是很高的。物理学报要求论文要有中、英文题目，作者单位及摘要，题目应简明、准确，不宜用缩略词，论文的字数要在5000字左右，文稿须选出能反映文章内容特征的中、英文关键词。

学报发表难度 较普刊要高一些，如果只是单纯考虑容易发表，在满足发表要求的情况下，题主可以发英文普刊。

般比较好的期刊才能被SCI期刊数据库收录，因此sci论文被认为是最高等级的论文。但也不能一概而论。
首先SCI期刊的水平层次不齐，也有不少水刊。因此同样是sci论文，发表在不同期刊的水平也千差万别。为此，国际国内都将SCI期刊进行分区，如中科院分区和JCR分区，他们都将SCI期刊分为1到4区，其中1区的期刊是行业内最好的期刊，非常难发表。而4区的SCI期刊则相对容易很多。
其次，SCI期刊数据库主要收录的英文期刊，实际上代表的是好的英文期刊数据库，只收录了少量的其他语言期刊，还有很多非常好的其他语言期刊没收录。比如很多中文核心期刊比一般的三区或者四区SCI期刊难发表。
因此，评价论文的水平不能唯SCI，还要实际考虑论文的水平，SCI论文可能比大部分中文论文好，也可能不如核心中文期刊论文。
英文版sci文版 《数物理报》（、英文版）刊登数与物理科边缘科具创造性代表科水平科研主综合性术刊物读者象内外本科范围专家、科技工作者高等院校师英两版内容重复均由科版社版 《Acta Mathematica Scientia》(B辑)（数物理报英文版）SCI收录刊物期刊阵双效期
