水环境价值在水资源保护规划中的作用〔摘要〕：开展流域水资源保护规划，是实施水资源有效管理的技术保障。水资源保护规划的核心间题是对流域的水体进行合理的功能再分配，提出相应的水质保护目标，也既水功能区划，水功能区划是实行以污染物总量控制为标志的流域水环境管理的依据。当今，可持续发展作为国家未来发展的基本模式，已成为水资源保护规划的总体规划目标。但是，如何在现行的水资源保护规划成果中，通过具体定量化的指标，将流域经济与环境协调持续发展作为规划的基本原则，确定合理可行的水体功能保护标准，是水资源保护工作能否适应21世纪新形势的关键所在。 1水环境价值研究现状分析 1环境价值研究现状自20世纪80年代以来，中国日益恶化的生态环境问题引起了国内外专家包括经济学家、社会学家们的关注，并展开了一系列的环境经济学研究，从经济学角度对我国的环境污染损失量、生态资源价值量进行定量化评估、分析，取得了丰硕成果。但是，与其它较为成熟的学科相比，迄今为止，环境经济核算仍然处于探讨和实验研究阶段中。由于环境价值计量研究涉及社会各个方面，十分复杂，受多种条件限制，现有环境价值的计量研究，在基础资料的选择、计量方法的采用、计量内容和计量参数的选取、计量结果的表达方式等方面，不能做到规范化和程序化，各类环境价值计量成果缺乏可比性和可靠性判断分析。现有环境价值计量研究尚未真正建立起环境价值量与环境状态变量的定量化计算关系式，导致已有的环境价值量研究成果缺乏可更新性和拓展性，降低了环境价值计量成果的实际应用与推广价值。 2水环境价值研究状况评述水环境价值属于环境价值十分重要的构成部分，成为当今世界研究的热点课题。尤其是我国水污染间题十分严重，开展水环境价值核算研究将为各类水环境规划、水污染治理决策提供科学依据，但由于受以下儿个方面因素影响，水环境价值核算研究进展缓慢。 1)受环境价值整个学科发展进程的影响，水环境价值核算研究尚处于探索研究之中。 2)尽管我国水污染问题十分突出，但是以往通常仅将水环境价值作为环境价值核算的一部分进行核算研究，很少单独立题对水环境价值展开系统研究，因此，研究成果缺乏一定的深度和广度。 3)以往水环境价值核算研究时，通常重点考虑水环境的耗用性价值研究，即重点研究水环境资源直接为人类社会使用所创造的价值，如水环境对工业、农业和人类健康的影响等，轻视了对水环境非耗用价值的研究，如水环境对旅游业、房地产业等非直接使用行业的影响。随着社会经济的不断发展和人类生活质量的不断提高，人们在满足于物质享受的同时，精神消费将快速增长。有预言，21世纪旅游业将成为社会经济发展最重要的产业之一。水资源作为一种最重要的景观资源，水环境质量状况将直接影响旅游事业的发展。因此，深人开展水环境非耗用性价值研究十分迫切。 2环境价值反映经济发展水环境状况的协调程度水环境作为一个流动的动态复合系统，水环境质量状况在一定程度上反映了区域社会经济的发展状况，水污染问题是区域经济发展带来的外部不经济性的典型表现。如何给定不同水域的水功能保护标准，进行合理的功能分配与区划，是一项复杂的系统工程，是多学科研究成果的综合集成过程。为了科学地进行水功能区划，需要建立科学合理的衡量标准，为此，有两个关键性技术问题需要探讨。 1定量划分依据对流域的不同水域赋予不同的功能标准并予以保护，本身就是一个定量问题，因此划分的依据必须进行理由充分的定量分析，在此基础上建立合理的判定标准。 2建立多元统一的定量基础影响水功能区划的因素跨学科、跨领域，以价值观作为评价基础是最为适宜的途径，只有在价值观的尺度下，才能使规划成果真正体现经济发展与环境保护的有机结合。经济发与环境变化都是一个时间积累的过程，经济发展带来环境价值的改变。水环境价值量能较好地用经济指标来定量判别水环境质量状况，与水有关的环境价值量的改变主要表现形式为:①水环境价值量减少。由于水环境受到污染，破坏水体应有的服务功能而带来经济损失量(水污染损失量);②水环境价值量增加。通过水污染治理或一系列水资源保护措施(环保投入)，水环境质量得到改善而带来的经济增量(水环境保护效益)。水环境价值量的变化主要是由于人类活动影响造成的，而社会经济活动是通过各种投人来推动进行的。国内生产总值GDP表达了社会经济成就，用人均国内生产总值则可表达社会经济发展水平。社会发展进程中的环境保护价值观，实质上是对经济价值增长趋势与环境价值的改变趋势(一般是环境价值的减少)的一种判定与权衡。水环境价值量较好地反映了经济发展(人类开发利用)与水环境状况的协调发展程度。深人研究GDP与环境价值变化量之间的关系，确定合理的取值范围，是社会经济可持续发展思想的具体体现。 3水环境价值与经济发展平衡关系确定准则我国地域跨度大，自然条件与社会经济发展的区域差异因而明显，不同地区，由于所呈现的环境问题不同、经济发展水平差异较大，不同地区间环境保护的重点、保护程度也应有所区别但是，各区域社会经济与环境保护协调发展所需遵循的总原则应该是一致的，集中体现在以下两个方面。 1符合社会经济发展与环境保护相互协调原则随着可持续发展战略在世界各地的不断展开，人们已越来越意识到传统的国民经济核算体系(SNA)存在明显的理论缺陷，在生产成本核算中，没有考虑环境污染的治理费用。联合国于工1993年颁布了《新国民经济核算体系93'SNA 》，提出了“环境与经济综合核算(SEEA)”的核算体系。在新的核算体系中，对社会关注的主要环境领域进行详细的核算，考虑了商品生产和社会需求对自然资源的使用成本、污染等因素产生的环境质量影响的外部环境成本等，在国民经济总量核算中引人了经过环境经济核算调整后的净国内生产总值指标EDP： EDP=GDP-固定资产损耗-环境成本，EDP指标综合反映了实施可持续发展的经济发展模式。社会可持续发展必须满足以下两个条件:1、净国内生产总值EDP大于零，2、人均EDP应该是时间的增函数。符合条件1、和2、的经济发展模式，是国家或地区经济发展过程中应该遵循的前提条件。当然，这里的环境成本是指由于经济活动造成的自然资源实际或者潜在恶化的相关成本，用于表现经济过程中利用自然环境所付出的代价。我国经济发展的同时，水污染问题十分严重，水污染带来的经济损失量是环境成本核算中最重要的组成单元之一，尤其是在水资源保护规划需要重点实施的流域，如淮河流域、太湖流域、松辽流域等，水污染向题往往成为最主要的环境问题。对于特定研究区域，可以通过分析研究水污染在当地环境成本中所占份额，确定水环境价值量与当地经济发展指标GDP的适宜比例关系。 2符合水环境保护与建设产生明显经济效益原则从经济学角度看，人的一切行为都包括效益与成本两个方面。在市场经济的驱动下，做任何事情都应该讲经济效益，水环境保护与建设也不例外。只有在制定的水功能保护标准的维护与建设的投人成本小于水体服务功能恢复以后的水环境价值增量，水资源保护工作才能持续进行。这也是目前国内外开展一个项目的经济评价时，最常用的费用—效益评价法，简称CBA方法(cost-benefit)。通过费用效益分析，既可以对现行水资源保护规划成果中确定的水功能保护标准进行比较系统、全面的经济可达性分析，又可以通过多情景分析计算，为未来水功能保护标准的确定提供科学合理的判定依据。 4结语综上所述，目前我国对水环境价值核算研究尚处于起步阶段。这也是造成现行水资源保护规划成果缺乏系统全面的经济可行性分析的主要技术原因之一。在传统水资源保护规划中，往往只有水资源保护目标，没有明确的技术与经济等方面合理性与可达性分析，导致已有的一些水资源保护目标出现过高或过低现象，达不到预期保护目标。规划成果也由于缺乏较为严格、合理的环境保护投入与产出效益分析，而降低了规划成果的实际作用。分析研究表明，现代水资源保护规划所需解决的关键技术，是确定经济和环境协调发展的定量化判定依据。水环境价值量较好地反应了经济发展(人类开发利用)与水环境状况的协调发展程度。通过理论分析、逻辑推理，本文提出了水环境价值与经济发展相协调的确定准则。考虑到我国对水环境价值展开系统深人的研究，为各级水资源保护规划部门的总体规划，为各类水环境保护决策和政策的制定，提供有一定价值的参考依据。

谁不希望头顶的天空湛蓝如镜？谁不希望脚下的大地绿草如茵？谁不希望身边的湖水清澈如鉴？谁不希望眼前的阳光灿烂如金？　　是啊，谁不希望看见如此一副天然的画面呢？在芳香的花丛中，和蝶儿一起嬉戏；在葱郁的森林里，与小鸟一起歌唱；在丝绒般的草地里，分享着阳光的照耀；在丰收的农家小院里，聆听着蝉鸣蛙叫。在这如诗如画的仙境，为我们带来身心的愉悦和无限的乐趣。“明月松间照，清泉石上流”，让我们感受清幽；　　“大漠孤烟直，长河落日圆”，让我们触摸壮丽；　　“流连戏蝶时时舞，自在娇莺恰恰啼”，让我们聆听喧闹；　　世界文学大师雨果说：“大自然既是善良的慈母，同时也是冷酷的屠夫。”近年来，人类由于对环境不够珍惜，随心所欲，滥伐林木，滥建厂房，生存环境遭到了严重破坏，各种环境问题接踵而至：沙尘暴为什么一次又一次地侵扰着我们宁静的生活？原因是阻止他们的绿色屏障被人为地慢慢拆除。珍稀动物原来就稀少吗？不！那是我们人类的活动使它们赖以生存的绿色家园一次次的缩小，生命也随之逐渐消失。江、河、湖泊里的水族生命，为何屡遭不幸，那不正是人类破坏环境的恶果！“酸雨”为何从天而降，那不也是人类破坏的杰作！我们中江的小东河，不知道什么时候成了垃圾河了，洁净的河面不见了，水中的鱼儿不见了，只有废弃的垃圾袋成群结队地在河面溜达。吊桥旁边，昔日的儿童乐园成了休闲逸乐的茶园，成了黑烟袅袅的烧烤摊，成了喧闹不断的歌舞厅……　　是啊，中江是我家，地球是我家，环保靠大家。当看到洗手间的水龙头在滴水时，是不是能够举手关上呢？当电池用完后能否分类收藏处理，而不是随手扔掉呢？能不能不要将淘米水和洗菜水倒掉，用它们来浇花，冲洗厕所呢？看见有人随地吐痰，或乱扔垃圾，是不是应该上前阻止呢？……一件件小事虽然都很不起眼，但却体现我们究竟具备了多少环保意识。　　有一位同学在日记里这样写道：周一，让妈妈上街卖菜自带一个小布袋，尽量不用塑料袋，减少白色垃圾，做得好。周二，夜里睡觉忘了关灯，浪费了大量的电，真不应该；周三，上图画课时连撕了三张画纸，老师说要消耗木材和大量的水，我感到惭愧；周四，让全家把垃圾分类放，减少白色垃圾，值得借鉴，周五，我每次上餐馆吃饭都要自带一个小钢勺，不使用一次性筷子，能做到这点不容易啊……多好的同学，他不正是我们的环保小卫士吗？　　今天，我轻轻地打开地球画册，山山水水都会在问我：小朋友，跨世纪的小朋友，你想给未来的地球留下什么？是留下一棵树，还是留下一朵花？是留下一个生命的春天，还是留下一片永恒的绿洲？啊，我会说，我要给未来留下一个更美的地球，和一首绿色和平的歌！“勿以善小而不为，勿以恶小而为之”，从我做起，从小事做起，从身边做起，从现在做起。保护地球母亲，净化绿色家园，还我家乡青山绿水，还我母亲碧草蓝天吧！　　为了保护我们赖以生存的共同家园——地球　　我们以虔诚的声音呼唤生命的绿色　　为了让大地山青水秀　　为了让家园绿树蓝天　　让我们小手拉小手　　让我们小手拉大手　　加入“呼唤绿色”行列　　保护绿色家园　　今天播下一份绿色种子　　明天收获一片蓝天绿地！　　行动起来，从我开始！　　行动起来，从现在开始！

现在我们的科技非常发达，市里几乎没有平房了，让人看起来很舒服，但人们却忽略了一个严重的问题，生活条件一旦提高，家家户户每月都要产出一大堆垃圾、烟尘和污水。垃圾可以破坏空气，让人们吸进有毒的气体，烟尘带到天空，破坏大气层，使天空辐射射到人间。污水钻进小河，使鱼儿死亡，鸟类和人类吃了这些水里的鱼，就会中毒，严重的会死亡。现在，地球已经是个负载着60亿人口的“百病重生”、“危机四伏”，需要紧急抢救的“病球”！保护环境，已经刻不容缓，当务之急必须要采取措施！不然我们将无处可去。保护环境，我们能做些什么呢？一片碎纸的摆放，一口粘痰的附意，60亿世界人民行动起来就能挽救我们的家园。你可能会问道：这么小的事情，能有多大贡献呢？正因为事小，所以人人都能做，如果我们真做了，作用就大了！保护一棵大树，给鸟儿一个家，小鸟生存了，可以帮我们吃掉害虫，大树还可以制造清新的空气。保护一株小草，就阻止沙漠行走一步，保护我们绿色的家园。来，行动起来，保护我们的家园，保护人类的未来。
